
Community Progress Council
Community Progress Council provides comprehensive, integrated services that offer resources and support for individuals and families to move toward economic self-sufficiency. They work with low- and moderate-income people of all ages in York County to examine their current situations and determine what programs best align with their needs.
The family resource center also includes a Women, Infants, & Children (WIC) clinic to serve the residents of the Hannah Penn neighborhood. They provide: community resources, family activities and enrichment programs, and computer access. This program is located at: 415 East Boundary Avenue, Door #5, York, PA 17403.
They provide a variety of early childhood education services. For children from 6 weeks to 3 years old and their families, their Early Head Start program is the first connection in building positive parent-child relationships and ensuring healthy development. Serving children 3- to 5-years old and their families, their Head Start program empowers children to be strong learners, and supports parents in making progress toward their goals. And, their Pre-K Counts program serves 4-year-olds and their families to support intellectual, physical, social, and emotional growth.
Housing and Financial Aid Counseling: work with individuals of all income levels to help them meet their financial goals – whether it’s preparing to rent, purchasing their first home or building a savings. Counselors often work with clients to understand their rights as renters, improve their credit, develop a family budget, navigate the complex process of becoming a homeowner, or avoid foreclosure. Counselors host workshops monthly to educate consumers on renting, homeownership and financial literacy; and also work one-on-one with individuals through counseling, visit their events page to see these (https://www.yorkcpc.org/upcoming-events/).
Self-Sufficiency Program: empowers and coaches low-income families to attain a family sustaining wage in order to achieve and maintain economic self-sufficiency and live free of public assistance.
Women, Infants, and Children: provides nutrition education, health screenings, chest/breastfeeding support, and benefits to purchase qualified foods at local stores and farmers’ markets. WIC covers new and expecting moms, chest/breastfeeding parents, and other caregivers of children under 5 years old. The eWIC program offers families a new way to shop for WIC-approved foods by using an electronic benefits card – providing participants with a quick and easy way to shop at their convenience. WIC staff can also provide participants with referrals to health and social programs during the critical stages of fetal and early childhood development.
Workforce Development: coaches work with individuals to help create a plan of action to secure family-sustaining employment opportunities. They are able to provide or connect program participants with opportunities to enhance education, skills and training that can lead to employability in all industries. Coaches also partner with a variety of community organizations to connect participants to employment-related training and education — such as ESL classes, GED preparation and additional workshops and classes.
