This agency manages affordable housing properties for individuals and families while promoting self-sufficiency.

Housing Choice Voucher Program: allows eligible participants who receive vouchers to search for their housing. Provided the housing selected meets the program’s requirements, the family pays a portion of the rent based on a percentage of their monthly income, and the remaining housing subsidy is paid directly to the landlord by the Housing Authority on behalf of the tenant. They offer project-based and tenant-based vouchers. The primary difference is whether the tenant is allowed to move properties and retain rental assistance.

Homeownership: participants in the Housing Choice Vouchers Program may be able to use their vouchers to make monthly mortgage payments for a maximum term of 15 years on a mortgage loan of 20 years or more. Mortgage loans for less than 20 years may be subsidized for a maximum term of 10 years. The maximum term limit does not apply to elderly (62+ years of age) or families with individuals with disabilities. Family Self-Sufficiency Program: this program is available to participants in the Housing Choice Voucher Program and provides case management, encouragement, and motivation to help families achieve their goals toward self-sufficiency. An interest bearing Escrow account is set up for all participants who increase their earned income while in the program. At the end of the terms of participation, the family is awarded the Escrow balance to utilize at their discretion. All Housing Choice Voucher families are eligible for participation in the FSS program and may be included in the Housing Choice Voucher Homeownership Program after a year in the FSS program.

Resident Opportunities and Self-Sufficiency (ROSS) Program: helps public housing residents by connecting them with the tools and support they need to become self-sufficient and reach their personal and professional goals. Service coordinators work directly with residents to help them access resources in areas such as: employment and job training, education and GED programs, financial literacy and budgeting, health and wellness services, childcare and youth programs, transportation assistance, and homeownership preparation.

Veterans Affairs Supportive Housing Program: provides rental assistance and supportive services to homeless veterans in Chester County. These services help eligible veterans: secure stable, long-term housing; access medical care and mental health support, and rebuild their lives with dignity and stability. Veterans participating in this program receive ongoing support from a dedicated VA caseworker, ensuring they have the tools and resources to maintain a successful tenancy.
