Housing Authority of the County of Dauphin

This agency provides affordable housing opportunities to low-income individuals throughout Dauphin County.

Public Housing Program: provides subsidized housing to qualified low income families, senior citizens, and individuals with disabilities. Ten of their properties are located in the greater Harrisburg area and five are located in the northern, more rural areas of Dauphin County. Tenants pay no more than 30% of their adjusted household income for rent, including utilities. Some units require tenants to pay electric and/or gas. They also offer flat-rent.

Housing Choice Voucher Program: this program helps families afford safe, decent, and sanitary rental housing that is owned by private landlords. Eligible families are given a Voucher, which can be used to rent an apartment or house from a participating landlord. Under the program, the tenant pays between 30% – 40% of their adjusted gross monthly income in rent at initial lease up. The Housing Authority pays the remainder of the negotiated rent directly to the landlord. Eligibility includes: qualifies as a family, within the appropriate income limits.

Home Ownership Program: eligible families who are participating in the Housing Choice Voucher Program may choose a home for purchase anywhere in Dauphin County (excluding the City of Harrisburg) and receive financial assistance for homeownership expenses for up to 15 years. Eligibility for this program is listed on their website and includes, but is not limited to: Dauphin County resident with Housing Choice Voucher assistance; be a first time homebuyer or have no owned a home during the last 3 years; at least one adult family member who will own the home must have been employed for one year prior to receiving homeownership assistance (excluding elderly and individuals with disabilities); and meet federal minimum income requirements.

Emergency Housing Vouchers: this program assists individuals and families who are homeless; at risk of homelessness; fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking; or were recently homeless or have a high risk of housing instability. This program provides housing choice vouchers to these populations.

Project-Based Voucher Program: this program provides rental assistance for families to live in specific apartments or buildings. Successful tenants who live in Project Based Units for one year may be eligible to transfer to the regular Housing Choice Voucher program in the future. Family Self-Sufficiency Program: this program assists participants to become financially independent and self-sufficient. The program focuses on education, job training, job placement, and addressing other family needs. All participants in the Housing Choice Voucher Program are eligible to participate in this program. Once you have employment income, and your rent increases, an escrow savings account will be opened for you where the Housing Authority will match the raised rent amount and place it in the account on our behalf.
