Johnstown Housing Authority

This agency provides affordable housing opportunities to lower-income families, elderly individuals, and individuals with disabilities throughout Johnstown.

Section 8 Housing Choice Voucher Program: this program permits low- to moderate-income individuals, families, seniors, and individuals with disabilities to choose private rental housing and receive rental assistance with payments. Individuals pay approximately 30-40% of their adjusted income in rent, the Housing Authority pays the remainder directly to the landlord on behalf of the tenant.

Public Housing Program: this agency operates multiple public housing developments across the county. Public housing provides safe rental housing for eligible low-income families, as well as the elderly and individuals with disabilities. Public housing tenants pay a percentage of their income, usually approximately 30%, in rent. Eligibility is further based on individuals/families annual gross income and U.S. citizenship or eligible non-citizens.

Family Self-Sufficiency: assists families to achieve short- and long-term goals toward a lifetime of economic success and family self-sufficiency. They will connect participants with services available in the area. Eligible participants are recipients of Housing Choice Vouchers or residents of public housing. Individuals must participate in the program for 5 years. If participants experience an increase in rent due to an increase in wages, they will begin an escrow account in which participants will have access to upon program completion.
