Lancaster City Housing Authority

This agency provides affordable housing opportunities and community resources to eligible individuals, couples, and families within the City of Lancaster.

Housing Choice Voucher Program: provides rental assistance to families and individuals with incomes between 30-50% of the median income for Lancaster, allowing them to rent affordable housing on the private market. Participants can choose their residence, provided the rent is reasonable, the unit meets program requirements and passes inspection, and the family pays no more than 40% of their income on rent and utilities.

Foster Youth to Independence Voucher Program: this is a referral-only program which provides up to 36 months of rental assistance and supportive services to eligible young adults transitioning from foster care. Individuals must: be between 18-24 years of age; have left foster care, or will be leaving foster care within 90 days as part of a formal transition plan; and be currently experiencing homelessness or at risk of becoming homeless. Eligibility is not limited to single individuals, pregnant and/or parenting youth may also qualify. Referrals can be initiated by contacting the Public Child Welfare Agency (717-299-7925), being referred does not guarantee assistance.

Public Housing Program: this program offers affordable housing properties, which are owned and operated by the Housing Authority. Eligibility is based on household size and annual income.

Resident Opportunities and Self-Sufficiency (ROSS) Program: connects public housing residents with supportive services, resources, and activities that promote economic independence and housing self-sufficiency. Service coordinators provide personalized case management and goal-setting to identify their needs and goals, access relevant services and programs, and build the skills and support networks needed for long-term success.

Family Self-Sufficiency (FSS) Program: helps public housing residents build financial independence and achieve long-term stability through personalized coaching, goal setting, and financial incentives. Participants will gain the tools to increase their earnings, reduce reliance on assistance, and create a path to homeownership or career growth. This program follows participants over a 5-year period. When you enroll in the program, the Housing Authority sets up a savings account for you. An increase in your rent because of an increase in earnings from work will result in credit to your savings account.
